.:Summary of Duties:.

Provides counseling and education services for a full range of rapidly changing complex substance abuse/addiction programs and cases.  Serves as an educator for courses regarding substance use, abuse and counselor for addiction matters for active duty members, and to their families, retirees and their families, and DoD civilian personnel as mission requirements permit.  Conducts substance abuse screenings and assessments, treatment planning and case management services, as well as provide individual and group counseling and referral services for all Substance Abuse Counseling Center (SACC) clientele.

Identify substance use and co-occurring disorders in accordance with the current Diagnostic and Statistical Manual of Mental Disorders (DSM-IV-TR), and be able to recommend clients to the appropriate level of care by following the American Society of Addiction Medicine’s (ASAM) protocols and Patient Placement Criteria (PPC).  Develops substance abuse treatment plans with clients within the framework of the Twelve Core Functions of rehabilitative care.  Utilize computer software designed to support substance abuse services.

Responsible for providing organized treatment/counseling/education for clientele, and to coordinate these programs with other SACC personnel and command representatives.  This includes, but is not limited to, alcohol and drug education courses, treatment curriculum, and the training of command personnel.  Serving as a case manager, he/she is to coordinate and arrange for participation in assigned programs, to include but not limited to, letter writing, phone calls, emails, fax, filling out forms, referrals, charting, and synchronize participation for support/treatment with referral agencies and the command’s training and deployment cycle.  The incumbent is also to provide psycho-educational services to SACC clientele through the use of appropriate techniques, which includes developing and teaching information modules in related content areas.  The growth and change of curriculums is likewise the responsibility of this person, where he/she must be able to determine when information must be updated.  The incumbent must be familiar with substance abuse and addiction issues as they pertain to the health and welfare of individuals, groups and family dynamics, and be familiar with all aspects of health psychology as it pertains to these disorders.  Exercises independent judgment and flexibility when being assigned these responsibilities that are often taught in a group setting within the SACC classroom as well as at various other locations as required by the needs of the commands and clientele.

Performs other related duties as assigned.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

MINIMUM QUALIFICATIONS:  Possess a current Navy Alcohol and Drug Counselor II (ADC II) or state International Certification & Reciprocity Consortium, Alcohol and Other Drug Abuse (with IC&RCAODA reciprocity) substance abuse counselor certification.  Experience utilizing sound clinical judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents and work directions for application to specific cases.  Ability to organize and communicate, orally and written with commands, professional conferences and training workshops to encourage understanding and acceptance of programs.  Experience providing instruction to small groups and large classes.  Ability to understand the operating procedures of Marine Corps Substance abuse Prevention and Treatment Programs.  Knowledge of local, state and federal and Department of Defense regulations as they pertain to substance abuse.  Knowledge of military structured environment.  Ability to obtain information regarding clients and safeguard it in accordance with the Privacy Act of 1974 and current directives.  Knowledge of computers to input and retrieve data, process documents through word processing, graphics, spreadsheets, etc.  Skill in coordinating with wide variety of agencies, organizations and businesses within Federal, State, and local governments and military installations.

Knowledge of substance abuse use and its impact on the social fabric of families’, military organization and communities.  This should include extensive knowledge of substance use disorders, and other mental health disorders, and appropriate treatment interventions and standards to help implement and conduct treatment and education programs that demonstrate the possession of : knowledge and skill in diagnosing substance related disorders and other mental health disorders IAW the DSM-IV-TR; knowledge of ASAM levels of care and ability to provide substance abuse treatment in each level; Knowledge and ability in providing substance abuse treatment; ability and skill to use a wide variety of treatment modalities; knowledge and ability to teach and develop syllabi for education and treatment programs.  Consent to random drug testing as a condition of employment.  Must have a valid state Driver’s License and maintain station driving privileges.
