.:Summary of Duties:.Incumbent provides technical expertise and advice, and serves as full assistant to the Chief Financial Officer in the management of the financial resources of the Financial Management Division and MCCS Department. Serves as a technical expert in budgeting and accounting for appropriated and nonappropriated funds. Responsible for the MCCS appropriated fund budget and execution of over 8 million in direct and indirect operation and maintenance (O&M) funds annually. NAF sales and revenues exceed $85 million annually. Incumbent serves as Point of Contact (POC) in absence of Chief Financial Officer. Incumbent assists in the management of an integrated financial and reporting process that includes short/long range planning and budgeting with multiple funding sources. Establishes work flow, methods, procedures and organizational structure within regulatory authority. Responsible for the formulation, justification and execution of the MCCS appropriated fund budget and programs for more than one funding source (O&M, Marine Corps and Office of the Secretary of Defense (OSD) funds). Researches, summarizes, and compiles data involving obligations, expense and object class/line information. The incumbent overseas approved funding targets for assigned accounts. Allocates funds to functional areas and by specific program. Monitors and reviews obligations, expenditures and reimbursables through examination of accounting records. Develops written justification for program deficiencies, supplemental authorizations and program objective memorandum (POM) submissions, as well as, other funding requirements. Prepares procedural instructions, formats and other reports for NAF budget submissions culminating in the final presentation of the annual MCCS budget. Provides financial guidance to functional area specialists, program managers, directors and other customers within MCCS. Directs the administration of the budget section, NAF payroll process and property control/warehouse functions for all MCCS activities. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, recommending and completing personnel actions, disciplinary actions, and signs timecards. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. May conduct safety meetings. Advise employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee well being. This is a white-collar position where occasional lifting up to 20 lbs may be required. Performs other related duties as assigned. Minimum Qualifications. Four years experience in budgeting, accounting and financial reporting that demonstrates a broad knowledge and ability to apply principles, methods and techniques of financial management. Comprehensive knowledge and experience in the oversight and management of O&MMC appropriated funds to include budget, obligation and expenditure authority. Thorough knowledge of management practices and ability to analyze trends and developments to make improvements in operating programs through innovative business practices. Must have thorough knowledge of personal computers and the use of affiliated software, spreadsheet, database and word-processing. Must possess above average oral and written communication skills; and, make formal financial presentations. A four year degree from an accredited university in financial management or accounting is required. Knowledge of Marine Corps staff procedures, organization and installation is a plus. Annual financial declaration is required.
