.:Summary of Duties:.

Serves as Program Specialist for Relocation Assistance Management, Marine and Family Programs Directorate; Personal and Family Readiness Division; Manpower and Reserve Affairs Department; Headquarters Marine Corps.  Serves as a responsible point of contact for oversight, development and administration of:  mission, vision, goals, and objectives; marketing and improvement, organizational and development initiatives.  Manages a full range of relocation services to provide information and assistance for military personnel and their families involved in, or anticipating a permanent change of station (PCS) move.    Develops and implements procedures to in-process, orient and provide pre-departure support to military personnel on relocation services at the duty station.  Provides information on and publicizes relocation services.  Provides training, workshops, briefs, one-on-one counseling, and makes referrals and monitors follow up for families.  Conducts interviews to determine relocation needs, prepares individual training plans to support the relocation process, facilitates relocation workshops and refers members to resources to assist in transition.  Serves as the responsible point of contact for the oversight, interpretation and development of relocation assistance:  policy and plans; processes and procedures, and program evaluation to include establishment of measurement processes and procedures.  Conducts briefs/classes to large and small groups. Coordinates with commanders/unit leaders in matters concerning personnel and their PCS moves.

Independently conducts, reviews and recommends approval or disapproval of program plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources requirements; develops new and revised operating procedures and standards for policy and planning to incorporate new and updated provisions that affect operating activities and requirements; conducts review of the administration and operation of the program, and provides advice.

Independently completes project studies and carries out onsite reviews of operation of the program to develop and revise guidelines and materials such as statements of policy and model operating procedures for use by agency officials, or other public organizations as guides to revise policies and procedures, and develop program plans and proposals to meet federal requirements.

Obtains factual information to:  coordinate and promote goals and objectives, provide information, explain regulatory and legal requirements, and build and sustain business, business strategies and practices.  Identifies and solves problems related to implementation of plans and policies, develops and implements solutions, designs alternative initiatives and establishes minimum standards. 

Discusses matters involving:  difficult technical problems, application of new or questionable techniques and methods, clarification with the team leader, or higher level supervisor for further explanation, and negotiation with the Director.  Explains regulatory and legal requirements relevant to problem situations covered by guidelines.  Negotiates agreements with officials to correct aspects of the operation not consistent with federal requirements.

Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to insure that changes do not include provisions contrary to basic law when applicable.  Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies.  Provides assistance on compliance with policy and plans to other program specialists who develop the program evaluation plan, determine coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues.

Maintains extensive contact with other program specialists and officials of other related agencies and organizations to:  coordinate and sustain revised plans and policies related to financial management, resolve problems, negotiate agreements, advise on and render technical assistance in policy areas such as:  changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development,  developing and installing reporting systems, and providing training and information on entitlements, financial preparedness, spouse employment, cost of living, schools, and stress, adjustment, adaptation and disruption associated with relocation.

Develops and analyzes data to be used in preparing analytical and interpretative reports and guides on programming.  Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations.  Researches successful methods and techniques used by other local officials (federal, state, local) and provides information on adapting and extending methods and techniques into new patterns to solve problems. Utilizes a variety of fact finding techniques such as interviews, cases analysis, observation and inspection, to elicit appropriate data, identify problem areas of operation, and oversee and participate in:  fact finding, development of recommendations and preparation of reports of findings.  Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures.  Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements

Monitors the operating budget for the program.  Computes financial data and statistics to prepare reports and forecast budgets for execution, and short and long range plans.  Compares current and historical data to determine trends and anticipate future requirements.

Adheres to safety regulations and standards.  Uses any required safety equipment, and observes safe work procedures.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Provides World Class Customer Service with an emphasis on professionalism and courtesy.  Assists internal and external customers and communicates positively in a professional manner.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher level supervisor or proper point of contact for help when problems arise.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

MINIMUM QUALIFICATIONS:  Four years of experience that demonstrates knowledge of and skill to:  serve as a responsible point of contact for oversight, development and administration of a military relocation assistance program for Marine and Family Programs to include:  management of program services: providing education and training, information and referral, and counseling to assist military members and their families in making a permanent change of station (PCS) move.  Skill to:  conduct interviews to determine relocation needs, prepare relocation plans to support the transition process, facilitate relocation workshops and refer members to resources to assist in transition.  Skill to:  serve as a responsible point of contact for the oversight, interpretation and development of relocation assistance policy and plans; processes and procedures, and program evaluation to include establishment of measurement processes and procedures; independently conduct, review and recommend approval or disapproval of program plans; analyze and develop proposals or provisions in terms of impact on program resource requirements; develop new and revised policy and plans, and procedures and standards to incorporate provisions that affect operating activities and requirements; conduct reviews of the administration and operation of the program and provide advice.  Must be able to create briefs/classes utilizing different types of teaching media.
